    of contracts to smaller businesses. The idea is that the contracts have the potential to help small business prosper and that the DOA will be able to help the situation  of small businesses. In order to put a strategy in place that will enable these goals to be reached research will need to be considered in order to assess what  measures need to be taken in order to transform the objective into reality. 2. Aims and Objectives In order to undertake the research it is essential that the aims  and objectives are clearly stated so that the research methodology can be designed to meet these objectives. At this stage the major objective is to undertake research to determine what  policies, procedures or other measures need to be adopted by the DOA is order to ensure that more contracts for government services are awarded to small businesses. To undertake this  a number of aims have been identified. These include; * Determine what barriers are in place for small business to compete for government contracts. * To assess the attraction/deterrents  of government contracts to small businesses, including identifying potential benefits as well as potential problems that may be faced by small businesses if they gain a government contract.  * To identify the current processes used by the DOA in awarding contracts, including assessment of the way that companies are assessed as suitable and the contracts are awarded. *  Identification of any relevant legislative or regulatory requirements for the process of awarding contracts. * To consider the way that processes/assessment methods may be changed to make them more  accessible to small businesses. * To identify if any support tools need are needed to help encourage and support small businesses during the application or the performance stages.
