Bryan Babcock for the Paperstore, Inc., April 2001 Introduction Defining what we cannot see, but rather hold in our minds is  not an easy thing to do, rather it involves a series of steps in thinking, and with each of those steps a new conclusion may be reached. We will  use this very simple process to examine the ideas of freedom and restraint, as well as their relationship to each other, and to the concept of rules and regulations.  Definition Public: Over twenty-five years ago author Alan Brownfield, (1975) tells the story of talking to those who lost their bids for public election.  One of these men was John Hospers, the Libertarian Party candidate for President in 1972. When voters asked, "If you are elected, what will you do for me?" he responded:  "Ill leave you alone." The other man, Michael Feld, a Republican, was running for Congress in Iowa. When he was asked the same question in Dubuque, he responded that, "Ill  do my best to see to it that the people in this city run their own affairs, and are not told what to do by bureaucrats in Washington." Neither, Mr.  Hospers audience, nor, that of Mr. Feld were interested in being left alone. It would seem then for those political groups freedom does not mean being left alone,  rather we might think that it means receiving something as well.
