    was a "small city, essentially a trading center for an agricultural area" (p. 13). Many experts share this opinion. For example, D.C. Miller argues that the average American community has  lost its identity as both a physical and social unity, which has resulted with a loss in effective leadership (1961). For change to occur, people have to become politically active,  so that a power-base forms at the grassroots level. Once an oppressed group unites, they can use the system to change the systems and thereby obtain their desired goals. As  indicated in the writing of Michel Foucault (1980) the way to accomplish successful use of power is through the application of knowledge. Foucaults concept of power/knowledge ("pouvoir/savoir") argues that there  is an indisputable entanglement of knowledge and power (1980). To put it simply, knowledge has been characterized culturally as "good," while power, with its connotations of repression, exclusion, and submission  is "bad." However, the two are inseparable when discussing political reality. Knowledge proves to be the key to successful application of political power. 2. A new social worker  comes into a diverse neighborhood. Social work can help to build communities, by encouraging collaboration among families, schools, and religious institutions (Morrison and Alcorn, 1997). Social workers are  "good guys," as they facilitate peoples efforts to improve their lives. When a social worker first comes into an ethnically diverse community, the first hurdle is obtaining the trust of  people who will be naturally wary of an outsider, particularly if the social worker is white, and therefore, easily identifiable with the system that many poor people come to regard  as the "enemy."
