The model continues to be  used today, despite literal generations of advances in operations management and efficiency of operation. In contrast, products and entities beyond the ability of the private sector to sustain research in  also have pervaded much of todays society and provides a significant portion of the nations economic base. The question to be evaluated here is whether state governments should take an  active role in technology development in the form of a "business partner." Tennessee Today Ranking 48th in the country in public education in some polls; carrying a literacy rate  significantly lower than the rest of the country; and yet being extremely business-friendly has benefited Tennessee well in decades past. A right-to-work state, manufacturers have enjoyed the work ethic of  the "Volunteer State" and the dedication its citizens generally bring to their jobs. When General Motors was determined to institute the Japanese model of auto making but realized that Detroit  was not an appropriate venue, it located its new Saturn Division in central Tennessee where both land and labor were cheap. As other textile manufacturers exited the US for Mexico  with the advent of the North American Free Trade Agreement (NAFTA), Tennessee retained most of its textile companies for another decade. The home of country music and with a rich  moonshine- blues- and Cherokee-oriented culture, Tennessee has hardly been the holder of an image of a state with even a passing interest in high technology. Tennesseans still cringe when reminded  that un-favorite son Al Gore persists in taking credit for creating the Internet (Senate Democrats Urge President To Hold Firm, 1999), and many never give more than a passing thought
