    western European countries now participate in, there is an additional bond. This seemingly well established give and take relationship, cemented by treaties and organizations, is not something that surfaced without  much planning. In fact, for decades and even centuries, European countries struggled to preserve their individual identities while at the same time getting along well enough with their neighbors to  create a united front and mutually dependent relationship. Neofunctionalism does help to explain the reason why Europe has been integrated well through a series of treaties and arrangements inclusive of  the advent of the euro, the establishment of the EMU, the European Union, the the Maastricht Treaty and the Single Market Program. Indeed, a united Europe is good for all  supposedly and remarkably, Europe has fared well. Neofunctionalism seems to be a reality in that all states have for the most part cooperated for their own selfish interests. It  is an idea that makes sense. After all, cooperation, sharing and the concept that something is good for all is integrated into a model that looks at the world more  globally. Keeping to ones self does not work in a global environment and Europe has been looked at by much of the world as one entity anyway. While the U.S.  and Canada for example, and Mexico for that matter, are all on one content, they each have different agendas, laws and functions. Europe is composed of smaller states and so  there is an interrelationship between these nations. Neofunctionalism therefore is everpresent and more necessary in Europe than perhaps anywhere else on the planet. It is again an idea that makes  sense but not necessarily one that comes without opposition. Nugent (1999) evaluates the state of Europe and explains that it really cannot be analyzed out of context and must be
