    The case also notes that a competitor has argued that Universal should not obtain the contract because Universal is not supposed to do business in Florida. At least, that is  the case at the time the bid was submitted. The question posed by the student is: " Is submitting a bid for a contract "doing business" requiring qualification?" In essence,  should Universal get the contract? Can it do business in Florida if it is not registered to do so? First, there are two issues. One is legal and one is  ethical. Legal and formal ethical aspects noted by a student are Equalitarianism, Kants Categorical Imperative, Libertarian ethics and Capitalist Justice perspectives. Briefly, Kants categorical imperative states that in order for  something to be applicable, it must be universal. In other words, something moral must apply to all things everywhere and not just to a specific circumstance. One has to will  a universal law. Hence, one problem is that the question at hand pertains to a recurring situation. Libertarianism generally takes on a live and let live attitude. Equalitarianism is a  position that embraces equality for all, particularly as it involves social and economic concerns. Finally, capitalist justice takes on a similar political stance. In each of these theories are ideas  about government and fairness. In the case at hand, there is a problem in respect to fairness. When should a firm be allowed to do business in another state? What  is fair game? Some people believe that the free market supports anything and that anyone should be allowed to sell their wares, no matter what the jurisdiction. Others believe that  this is not the case and that competition is an important factor. When it comes to the selling of things between states, there are laws that become relevant. For example,
