Although it is also true that many lawsuits erupt as a result of decisions that are made by school boards, it is often  the case that the district is given a great deal of discretionary power. It can tell a child whether he or she must attend a certain school and what curriculum  they have to take. The board can make up rules like dress codes and whether or not soda can be sold in the cafeteria or water can be brought into  the classroom. Many schools have zero tolerance polices and these can wreak havoc on families. Tales are legendary. In many school districts, students endure long term suspensions for having a  kitchen knife, or a knife left from a boy scout trip, inadvertently in their bags. The get tough policies that have been implemented since Columbine to some extent exemplifies the  power of the school board. Indeed, the school board has a great deal of power and can be very manipulative. In a hypothetical case study submitted by a student, a  local school board decided to bus some middle school children twelve miles away as opposed to allowing them to go to a middle school that is just 4.5 miles away  from home. A mother takes the position that the change is not right and that her son or daughter should not have to be bussed many miles away when there  is a community middle school nearby. While the facts of the case concerning this issue are not relayed, there are many reasons for busing that must be considered. One is  race and another is population size. It may be that the nearby school is overcrowded. The race issue is often not a factor in todays busing decisions. Yet, years ago,
