    other staff, it seemed as though the idea of someone coming into a classroom and committing a violent act was almost impossible.  However, those who have followed the media during the 1990s have realized that schools are no longer the safe haven they used to be. Within the walls, violence breaks out,  both in the hallways and in classrooms, and teachers are helpless to do much about it. Even more chilling is that angry and bullied students are now fighting back against  their tormenters - with guns and murder. As a result of various school shootings, school administrators have rushed to initiate security measures, ranging from perimeter fences, to video surveillance, to  metal detectors at doorways. The question becomes, then - do these security measures work? Do factors such as metal detectors, bookbag searches,  mounted surveillance cameras and ID badges work? The issue of violence in schools is still too new to really come up with  a answer to this question. What this paper will try to do, however, is to examine what programs are being instituted to help boost school safety. Also examined will be  the issue of who is liable for the safety of children while they are at the school. The schools and school systems examined will be those in the United States,  as the U.S. is the site for much of the violence that is taking place in the classroom and on school campuses. Overview  In May, 1999, the world was shocked as two angry, disenfranchised youth burst into Columbine High School in Littleton, Colorado and gunned down students and teachers before killing themselves.
