For example, someone whose priority is business conferencing will tend to choose the most rapid and reliable method, but  will not necessarily be concerned with costs since the financial resources for travel have already been included as part of the personal budget available to them. On the other hand,  someone who is concerned with experiencing the culture of a particular region may deliberately choose slower and less efficient modes of transport, since speed is not of the essence, whereas  interacting with those of the region is. A holidaymaker might be particularly concerned about the speed, economy and safety factors inherent in the form of transport which is used to  arrive at the destination, but these considerations could well be less important with regard to local forms of transport once one has already arrived.  For those who are responsible for the organisation and running of transport systems, there are a number of  options as regards such organisation, which need to take into account issues such as safety, efficiency and security. In the UK, for example, efficiency and the optimum use of public  and private resources was and is a major concern with regard to the rail network, particularly in view of the transition from public to private ownership. On the one hand,  it could be asserted that separate privatised networks offered a better service since they were specifically geared to the needs of their customers; on the other, the fact that several  such lines ran at a loss whilst others were unable to cope with the volume of customers was one of the major elements in the decision to privatise and streamline
