counties of Pennsylvania and Virginia that are west of the
Allegheny Mountains in 1794. The rebellion developed due to
opposition to a federal excise tax on spirits that was enacted
in 1791 according to a plan devised by Secretary of the
Treasury Alexander Hamilton wherein the states would
assume their own debts. Washington eventually called out the
militia and the rebels dispersed; however, the incident
illustrated the power of the new federal government and the
